A member of the RWCN Restaurantware Collectors Network (http://www.restaurantwarecollectors.com/forums/) a highly respected online forum translated the Hebrew on the front of this cup to simply "Israeli Navy", and the backstamp in English means Naaman (the manufacturer), Fine Porcelain, Israel.

The Israeli Navy IFF is called the IDF Naval Arm or Branch. The Israeli Navy apparently had fine china tableware made for it.
Which included a tableware and dinnerer, cup and saucer. This would be a perfect gift for Dutch or Israeli Navy Naval attache, a Thai diplomat or even as a formal presentation gift for a Israeli Ambassador
A Israeli Navy military attache would also love to have this official Israeli Navy tableware and perhaps even Israeli Navy dinnerware as it includes the soup bowls, fish servers, various sugar bowls and dinner plates and cups.
