Note the wooden pegs or dowels and the hardware which are standard construction on all British Royal Navy battle rattles.
The broad arrow (or sometimes known as the "crowsfoot") is a mark indicating Government Property along with the numeral "49" and the capital letter "G" shows that it was inspected by the British Government or Admiralty for accpetance and use. The "Army & Navy, CSL, London" maker mark is from the famous Army & Navy Co-opperative Society Ltd, of London which was established in 1871.
